Addiction Recovery Agency was founded by professionals with deep roots in behavioral health and substance abuse treatment centers operations and payer contracting. Over the years, we worked alongside treatment centers and mental health providers across the country, watching the same problems repeat: programs with strong clinical reputations that could not get credentialed, contracts that stalled for months without follow-through, and organizations that had no clear picture of what they were leaving on the table by staying out of network.
We built Addiction Recovery Agency to be the company we wished existed, one that operates exclusively in behavioral health, understands the specific demands of this space, and treats credentialing and contracting as the strategic business functions they are, not just administrative tasks to check off a list.
Today, we support treatment centers, mental health programs, and billing companies across the country with credentialing, in-network contracting, and ongoing contract maintenance designed to drive real, measurable growth.

Administrative Barriers
Jean Rooryck
Jean earned law and accounting degrees in Belgium before moving to the US in 1987, where he held roles like business initiator, CFO, CEO, and consultant. Through his behavioral health consulting work, Jean identified the lack of efficacy measurement tools for addiction treatment providers. In 2017, he developed measurement tools and follow-up programs now used by healthcare professionals during and after patient treatment. He also observed how changes to the Affordable Healthcare Act have increased financial challenges for providers. The company’s development phase aimed to address these issues while improving outcomes.
Melisa Tablada
Melisa Tablada is the Owner and Chief Executive Officer of Tablada Recovery Services LLC, an independently owned behavioral health consulting firm specializing in licensing, certification, accreditation, compliance, program development, and healthcare operations.
Through a separate strategic partnership, Melisa also serves as a trusted collaborator with Addiction Recovery Agency, supporting its insurance contracting and credentialing services. She helps connect behavioral health providers with these services, supports prospective clients through the enrollment process, and works closely with the agency’s leadership to help ensure each client receives responsive, professional, and high-quality service.
With more than 23 years of experience in the behavioral health industry, Melisaunderstands the operational and regulatory challenges providers face. She is known forher practical, hands-on approach, strong client relationships, and commitment tohelping organizations access the support they need to grow and succeed.
Tawny Biggs
Tawny Biggs is a behavioral health executive and consultant with more than 24 years of experience in substance use disorder and mental health treatment operations, admissions, call-center development, facility credentialing, payer contracting, reimbursement, and network development.
Her professional background includes treatment management and more than 10 years in admissions and call-center leadership. She has developed, structured, and managed successful admissions departments and call centers for behavioral health organizations, including staffing, training, intake procedures, performance management, referral systems, operational workflows, and organizational growth strategies.
For the past eight years, Tawny has specialized in facility credentialing, contracting, and payer relations for hospitals, behavioral health facilities, substance use disorder and mental health treatment organizations. Her work includes facility enrollment, network applications, contract and rate negotiations, reimbursement analysis, contract review, payer communications, licensing and accreditation documentation, facility and ownership updates, program expansion, and ongoing payer maintenance.
Tawny also has more than 15 years of experience in nonprofit management and operations. She is a founder, Director of Operations, and Board Member of The SPARTA Project, established in 2010 to support veterans and first responders affected by post-traumatic stress. She is also a founder and Board Secretary of Mounted Horse Foundation and serves as Board Secretary for Friends of the Boulder City Police Department.
Through Addiction Recovery Agency, Tawny provides facility credentialing, payer contracting, network development, reimbursement, and operational consulting services to behavioral health and healthcare organizations.
Nadia Perez
Nadia Perez holds a Bachelor of Arts in Psychology and is a certified Substance Use Counselor with more than 10 years of experience in the behavioral health and substance use treatment field. Throughout her career, she has worked in both residential and outpatient treatment settings, supporting adult clients through relapse prevention, recovery planning, and long-term success. Her experience includes working with both publicly funded programs and privately operated substance use disorder (SUD) treatment organizations.
In addition to her clinical background, Nadia has extensive experience in healthcare operations, program implementation, credentialing, contracting, regulatory compliance, and quality improvement. She is passionate about helping behavioral health organizations strengthen their operations, improve access to care, and build sustainable systems that support both providers and the clients they serve.
Fluent in both English and Spanish, Nadia is committed to delivering culturally responsive services and believes that strong operational foundations are essential to achieving meaningful client outcomes. She is dedicated to helping organizations navigate complex healthcare requirements while advancing their mission to provide compassionate, high-quality care.
